Documents Challenge Kojo Annan's Story

WASHINGTON ? Documents seen by FOX News suggest a conflict of interest may exist between Kofi Annan's (search) son, the Swiss company he worked for and the United Nations.

Congressional investigators are examining those records and thousands of pages of others as part of their probe into the controversial U.N. Oil-for-Food (search) program. FOX News was permitted to review some documents but not make copies.

Kojo Annan (search), the son of the U.N. secretary general, claims he has never been involved directly or indirectly with any business related to the United Nations. And Cotecna Inspection S.A., the company Kojo worked for, also maintains that the younger Annan was never asked to deal with the United Nations and that there was never any conflict of interest.

Cotecna is a Swiss-based company that inspected freight shipments going into Iraq on behalf of Oil-for-Food; it employs 4,000 people in 100 countries. Both the company and the elder Annan have said that Kojo had nothing to do with the troubled U.N. program.

But a Cotecna management fax reviewed by FOX News appears to direct Kojo to get involved with U.N. officials.

The Aug. 28, 1998, fax praises Kojo's work at a meeting of world leaders in South Africa and adds: "Your work and the contacts established at this meeting should ideally be followed up at the September 98 UN General Assembly in New York."

Also, congressional investigators want Kojo to explain a hotel bill for the Holiday Inn Garden Court in Durban, South Africa, in September 1998. His registration card reads: "K Annan, United Nations." That hotel charge was billed to Cotecna as a business expense.

Investigators are also probing Kojo Annan's phone records. His AT&T calling card was billed to Cotecna as a business expense and shows a series of calls to a number that begins 212-963-XXXX. Nearly all U.N. offices in New York have that same area code and prefix, a coincidence investigators are now studying closely.

But, in his first public comment on the subject, Kojo told CNN in a written statement this week: "I have never participated directly or indirectly in any business related to the United Nations."

The United Nations hired Cotecna ? which the younger Annan worked for from late 1995 to late 1997, then later as a consultant ? in 1998 to verify paperwork on imports purchased by Iraq. Critics have suggested the firm might have received special treatment because of the Annan family connection ? a suggestion both the Annans and Cotecna deny.

"Kojo Annan's sole responsibilities were in Africa," said Cotecna spokeswoman Ginny Wolfe. "He had nothing to do with any U.N. discussions and work."

Kofi Annan told reporters on Nov. 29 that he was unaware his son received $30,000 a year for over five years from Cotecna. The secretary-general said that he had been working on the understanding that payments to his son stopped in 1998 "and I had not expected that the relationship continued."

Annan has said his son joined Cotecna at the age of 22 as a trainee in Geneva, before his father was secretary-general. "He is an independent business man. He is a grown man, and I don't get involved with his activities and he doesn't get involved in mine," the U.N. chief said last month.

Asked whether he was disappointed and angry with his son for taking the money and not disclosing it, Annan replied: "Naturally I was very disappointed and surprised, yes."

On Thursday, Kofi Annan will meet outgoing U.S. Secretary of State Colin Powell and his successor Condoleezza Rice during a one-day trip to Washington. Oil-for-Food is not a topic on the agenda.

The U.N. chief was invited to address the Council on Foreign Relations and will hold talks with the top U.S. foreign policy officials ahead of his speech on U.N. renewal and U.S.-U.N. relations, U.N. spokesman Fred Eckhard said Tuesday.

Eckhard said "the administration expressed an interest in discussing Iraq with him and he would like to discuss with them a number of other issues that the U.N. and the U.S. are working closely on ? Afghanistan, Sudan, Haiti."

Jan Pronk, the top U.N. envoy to Sudan, told reporters Tuesday he hopes Annan and Powell will discuss "how to guarantee the peace" between the government and southern rebels who have promised to sign an agreement ending their 21-year civil war by Dec. 31.

After his speech in Washington, Annan is scheduled to fly to Brussels to attend the European Union Summit on Friday, after which he will return to New York.

The Oil-for-Food program, which began in 1996, permitted Iraq to sell oil, provided that the revenue went for food, medicine and other necessities. At the time, Iraq under Saddam Hussein was laboring under tough U.N. economic penalties.

The improving air quality is a result of PREVIOUS standards set before Dubya. If he could, he'd roll back as much of it as he could. He alredy eased controls on power plant set by the Clean Air Act over 30 years ago and called it "Clear Skies". It helped that he put a personal puppet at the head of the EPA. I have a friend working for them in the Midwest. He says it's been a nightmare trying to do his job of cleaning up industries under the current admin.

In California - most of the pollution has been from automobiles. Tight smog standards established by the state and improved emission converters from cars are what has made the big difference there. But Arnold's Humvee is probably single-handedly rolling us back a bit.

I am glad you posted something on Oil-for-Food, because it gives me a chance to point out something about Conservatives and Fox News. All during the election you'd hear talking heads on Fox News and other conservatives rail on about, "character assasins," "liberal bomb throwers," and "smear merchants." And they were right. There were a lot of liberals who participated in character assasination, which is the practice of smearing someone to discredit them on an unrelated topic. People would call Bush a, "liar," or bring up his family's ties to the Bin Ladens to achieve their ultimate goal of defeating him in an election that was really about Iraq and the economy (don't buy that moral values bullshit because if people believed Kerry could win the war in Iraq, he'd have won).

The funny thing is that conservatives have become the kings of character assasination, and nowhere is it more evident in the UN Oil-for-Food "scandal". It is a non-story. The fact is that Fox News and other conservatives are using this to smear the U.N. As stated in multiple posts before the election, neo-conservatives have the ultimate goal of separating the U.S. from many previous international treaties and organizations. Smearing the U.N. and Kofi Annan is their ham-handed way of rallying support for when they inevitably extricate themselves from the U.N. It is the same practice they use for smearing Canada. They oppose Canada's socialist tendencies and opposition to state-backed Christianity, so they smear them by reporting stories about U.S. soldiers defecting and Canadians allowing Al Jazeera on television.

Notice the report on Annan's visit to Washington. Little mention was made of his goal of repairing fractured relations with the U.S. while paragraph after paragraph defamed his work, his son and the U.N. Why? Because he disagreed with invading Iraq and he wants a peaceful resolution. If Annan supported the war in Iraq, you can rest assured that Fox News would not care one bit about assasinating the character of Kofi Annan and the U.N.

As I have mentioned many times, I watch some shows on Fox News and I especially enjoy Bill O'Reilly. That said, you have to see them for what they are.

I don't know Nick somehow I think people just miss reports that they want to block out. I think Fox had great report yesterday on Annan's wanting to iron things out--did liberal media have any better than this one by fox?

DTB maybe Nick is saying we have so much corruption in D C who are we to breach. Look at Cheney's outfit. Look at some of the lobbyist throwing money at our elections to protect interest in health care, insurance, banking. Both parties line up with there pockets ready. Could be the government for and by the people will only happen again with a true independent running.

"Liberal" news sorces could talk more about the UN scandal(s). It really is a sorry state with that organization. I think CNN is talking about it enough. It's one of the regular topics now on Lou Dobbs and most of their news programs.

In the early stages, not much was known. Fox wanted the scandal to be true - and it ends up being very true and very incriminating of some people representing some countries that people on Fox hates. It was a fortunate coincidence for them.

Personally, I have a feeling the UN is falling apart in many ways. I won't take a stand for the UN because they are not worthy of it. They need to get straight and get fixed, or I'll find myself right with the talking heads on Fox, saying "F#$ 'em".

This election was by no means a landslide victory. We had a President, in the middle of a war aloost lose. I find it amazing that the press choses to believe exit polls when they say people were thinking about moral values when they voted yet they chose to ignore exit polls that show Kerry won this election. Even with all the fraud in Ohio the Bush Cheny Cavalcade of Crime only "won" by a little more than 100,000 votes. The only message being sent is that people want our soldiers protected and they want them home.

Considering you have around 90% give or take 2% of at least 2 demogaphic players that are going to vote democratic regardless of who runs--those remaining that vote on issues,the person ect it wasn't close.

---and GOP has gain steadily in last decade in adding to govenors house and sentate every election--It is apparent to the Dems they will have to move away from left if only in appearance--It will be interesting to watch Hilliary's cameleon maneuvers in next 4 years. ;)

It is unfair to compare Fox News with CNN and MSNBC. As I said, Fox News lives and breathes on conservative outrage. They don't report news that affects the lives of everyday Americans, they seek out oddball stories of Liberals Gone Wild to rile up their conservative audience. That is not news reporting, though, so they should not be measured against news organizations.

I am glad you brought up Chevy Chase, actually. I mean, really, is it news that a washed up comic actor called the president a name? Of course not. He's an uninformed ass just like Whoopi Goldberg. MSNBC and CNN don't focus on these "stories" because they are not news. Fox News focuses on these stories because their agenda is not to report news, but to forward the conservative agenda by inciting outrage among right wingers.

All that said, Bill O'Reilly blows away everyone else on any of those channels. He is whip-smart, he gives his guests a fair forum and he has a general sense of the gravity of his commentary subjects. It is my strong opinion that what you see is O'Reilly carrying the channel and the rest of those nitwits (even "Uncle" Colmes) surviving off his table scraps. That is why that knucklehead ex-producer of his tried to slime him by bringing up his affinity for vibrators. (On that topic, I'll freely admit that the ex-producer, her lawyer and MSNBC all acted incredibly irresponsibly in trying to drag O'Reilly's reputation through the mud for ideological reasons.) They knew that if they embarassed O'Reilly and Fox News to the point that they took him off the air, their ratings would take a significant tumble. Not a large enough tumble for MSNBC to overtake Fox News in the ratings, but an across-the-board loss on all the shows you mentioned.

Gosh, I looked at those ratings again. CNN really has a dearth of talent, don't they? Every one of those idiots gets routinely clowned by every spinmeister that comes on their shows from either the right or left. I do like Buchanan on Scarborough Country because he is loud and awkward. Plus I keep thinking of, "dis be ya man Boocannon," from when he appeared on Da Ali G Show. Also, MSNBC's Abrams Report is good.

Nick I think maybe you just drop by Fox on prime time where they they have editorials vs news. Do me a favor and look at their news link below and tell me what you think. They have many feeds from A.P.-Reuters ect. I quess the reason I like them is you get news you don't get elsewhere.They have interviews with troops almost every day--updates on construction that is taking place and not taking place in Iraq.Had segmant on soilders in there toys for tots to Iraq'i children that was fun to watch.
I guess you could say it is more optomistic-
Example: Everyone reported Sean Penns and other movies stars
voyage as human shields--but does anyone know which movie stars and athletes just finished a tour for troops in Iraq? doubt many many do.

DTB, I know Al Franken is on tour entertaining the troops in Iraq as we speak. And not his first visit there. Just because the uninformed like Toby Keith is on your side doesn't prove a thing. Is Fox reporting that Franken is there?

You are correct Stevie Have not seen them reporting fact and I was not aware of it. They did report his trip back in January last year.I did search and don't see anything on recent trip???
While he is one of my least favorite people I view his trip similiar to what he acknowledged to Paula Zahn in CNN interview on his return last year.
"The soldiers themselves -- and there are soldiers who came up to me and said, I don't agree with anything you say politically, but I really appreciate your coming"

I share their attitude and give him kudos for taking his time to spend with troops--it was extraordinary and unselfish gesture.

Believe it or not I read FoxNews.com every day. Even though I am a liberal, I find it silly to take a myopic view. I read Fox News, just like I read the Crescent International and the New York Times.

During the day, Fox News is fine in my opinion. Maybe leaning a little right in what they choose to report, but nothing major. That said, even you have to admit it's the prime time lineup that drives the network and the prime time network thrives on what I was discussing above.

I think that anology is quite fair and accurate Nick.--but will add they usually have one from each side in evening debates and I like the fact that most are not canned questions--however will admit when person in charge is conservative and controls topics the other side is always at a disadvantage.
