Bottom line in this one is the fact the Loaiza has had very good success vs Philadelphia in his career and also good success vs the hitters in the current Philly lineup. He has a 2.36 Career ERA vs Philly which includes 6 starts and has shut down some of their best hitters:

Abreu is 0 for 7 career vs Loaiza

Philly's starter, Randy Wolf, was plagued by injuries last season and was just 5-8 in 23 starts. Wolf's numbers vs this Washington team's hitters are nothing special over his career and the fact that Wolf has struggled this spring with a 6.92 ERA I'm not convinced he's ready to be facing Major League batters quite yet. He allowed 18 hits in 13 innings this spring and made a minor league start allowing 2 runs in 4.2 innings.
