A question for fellow golfers

A guy in our foursome changes to a new ball when he is on the green. I know it's illegal, but we don't gamble on the round so no one complains. But when we take golf trips , we do gamble. He always claims his ball is scuffed from hitting cartpaths, etc. and says he CAN replace a damaged ball on green according to "rules of golf".
My question is, what is the definition of a damaged golf ball? Is scuffed considered damaged? What is the definition of an unplayable ball? A cut?

Because he isn't a very good golfer, the other 2 guys in foursome don't think it's a big deal.
Knowing what you know from above, would you ignore it?

Scuffed would not fit that description unless pieces of the cover were shredded and hanging off, which could keep it from rolling properly.

That's my interpretation.

With today's golf balls, it's almost impossible for a ball to require being taken out of play.

Thanks for replies. Personally I feel it IS shady and I agree with Whatshisnuts because i always finish out a hole no matter how badly scuffed. I wanted to see what other golfers would do or say.

Same. In 2019 I did the 8 of 20 with pro shop GHIN Scorekeeper and was 14.

In 2020 and 2021 I played A LOT of golf and have improved some. Not a lot, but some.


I was asking because if the guy that is replacing the ball on the green is a high handicap......then it might not matter. Just throwing that out there. It'd be great to get you in on a MJ golf outing.

Can you change balls to putt? Yes you can change the ball to put, but there is a 2 stroke penalty for doing it. No penalty for changing balls on the Tee.

Used to be good in high school, a 5 then as I got older I was a 12, now I just want to break 100. Plan is to start playing again, there is a par 3 by the house, good play to get back in the game.

5.3 but only because i have a 1 on my index due to a 77 at torrey north from the tips last summer when they were getting ready to aerificate.......course was fast and hard with little rough.......once gone should revert back to around a 6.5-7.5

technically the guy is cheating; but probably doesn't know it....sounds like a guy who has a ball in his pocket at all times.
