I've lived in Western PA nearly all my life and I have no idea what you are talking about.
We did that back in high school, early 70's for me. If you looked at it, they got to punch you in the chest. They still do it in colleges today. It never was meant to be a racist symbol at all.
Maybe it was more local than I thought. When we'd fooled or tricked someone as kids (like using a hidden ball trick playing whiffle ball), we'd show this sign and say JOCK TIME. By the 70's it turned into the"made you look" game.............:0008
