He explained what the policy is, who's coming over, why they are coming over, who's getting let in versus who's not, why this happens yearly during the first couple months, what they are doing with the infrastructure to handle the situation, etc. Compare that to "we're doing a great job at the border. A lot of people are saying nobody's ever been better at maintaining our borders. We're making this country safer and we're putting America first".
