The location and promotion favor Earl, but they didn't help much against Ricky Burnes last year. Burnes is from Scottland and was fighting outside the lines for the first time when he went in and schooled Earl to win a lopsided decision.
The other thing to worry about is the power difference and Earl's suspect chin. Earl was down once in his last fight and once against Vanzie, neither have as much power as Romanov. Earl supposedly beat Bobby Vanzie twice, but both decisions were highly contraversial and Earl couldn't stop Vanzie in the 24 very close rounds. Romanov on the other hand floored Vanvie 5 times in 8 rounds and stopped him. The power difference here is substancial and Earl has been down a few times. It wouldn't surprise if Romavov stopped him by going for the KO knowing he could get screwed like Vanzie if it goes to the cards.
The Earl-Vanzie fights proved a lot imo. They proved that Earl is not all that good and that he doesn't have much power. They also proved that the Maloney promotional factor can be very strong if it goes to the cards. But like I said, the location and promotion didn't do sh*t for Earl last year when he lost a lopsided decision to the mediocre Scottish fighter.
If I play anything, it will be Romanov inside distance or Earl by decision, maybe both
