So in the ref's rulebook, are 'marginal' calls clearly defined? I didn't realize there were different levels. Do they throw their yellow flags harder or faster for full-blown penalties as opposed to these marginal ones?
I'm just really curious about this. Been watching football quite awhile and even played the sport back in the day at some level or another. Never knew of this concept.

LMAO at your rulebook analogy. Since in any given sporting event, each and every penalty (or non-penalty) fall within the confines of a written rule. Bases on your argument there would never be any need to have this discussion since rules are rules. There's no ambiguity in how they are written, so surely there's no ambiguity in how the game action occurs and how the rulings come down. You can print out the written rule of law, show a play to 100 experts and get 50 guys say one way and 50 the other. My point is that when it's not a clear cut case the game action should decide the outcome and not the ruling.
