If this was anybody else Conor would be out of the UFC, but we are talking about Conor here. Yes, he'll continue to duck fighters (he'll never fight Khabib), but I could see him fighting in the UFC again.

After all Conor runs the UFC, even if he spends some time behind bars (unlikely) it will change nothing.

I would have agreed with you on Conor never fighting Khabib because Dana would have protected Mac but after all of this I think Dana could pull the, "You owe me" card and setup a Khabib vs McGregor End of year show and start the media circus early.
