Electrician question

My sister is having having a huge ordeal.

She bought a condo and is about to close.
The owner redid the bathroom and put in a hookup for a washer/dryer stack. So she got the washer/dryer combo delivered yesterday. Problem is the idiot owner put in a 110 line for the dryer!( Im guessing he just branched off the current 110 line.) Well of course the washer/dryer that is now just sitting there is 220.....
So she told him he needs to change that line and he says well if theres room on the box itll be $800-$1000...and if no room is on the box $2000....so he said just return the stack and get a 110 stackable.
Well....nobody even makes these things anymore!!! And if we did find one it would take forever to dry clothes.

Thoughts???

First off, find another electrician, if you know one. If not, have your dog or cat put there paw down three times on the yellow pages, and call each one and get a bid. This should solve your problems.
Another thing, has she closed, or when will she. What did the inspection turn up? alot of unanswered here, for me to give you all the advice..........

Shes does not technically own the place yet...so the owner said she has to use his guy and his price.
Also I did call electricians...got one quote at $85/hr...and he said $800-$1000 is not that far off if it invloves cutting into walls. There is an apartment above her...and were not sure of a basement. He said if there is a basement it would b a lot cheaper.Also not sure sure how close the box is from the room where the stackable is. The CO in on hold b/c of all this. They told her they will not give a CO until the washer/dryer is hooked up...that doesnt make sense to me either. She is supposed to close as soon as this situtation is solved.

We called the town, they said it needs to be hooked up because there are
current permits out on it (aka, its a new hookup). One possible solution:
they will give a temporary CO with it. Mortgage company says I can close
with that. Then I could get work done myself. Been poking around online and
there are some 110V sets, but they cost at least $250 more, so getting work
done will be just the same.
