Can someone who has Paypal and Neteller do me a favor, Can I send someone money via paypal and then they send that amount to Olympic sports via Neteller?

I would recommend nobody touch paypal. Go to paypalsucks.com. If the guy above were a scam artist(i am sure hes probably not), he can cancel the payment and screw you over.
