My first reaction is that those are not sewer drains but run off drains and that there was some significant flooding prior to catching the fish. If you notice, they don't stick around to try for another in any of his videos and he's sloshing around in the grass, when he walks you can hear the water. It's certainly interesting though.

Also he doesn't release the fish, if it was truly living in a sewer there would be no way in hell, plus the fish's belly is nice and white which tells me it was in clear water for most of it's life. Dark waters around here and the fish's belly will have a brown tint and some rivers its more brown

He had some other videos on YouTube too purp they I watched and it seemed staged to me. Don't get me wrong, still awesome to catch a fish in those conditions but there is no way that you flip a spinnerbait into a random sewer grill and just jig it up and down unless you know something is there
