The key wording is temporary removable, as this was attached to a scoreboard. Power lines are neither. It is customary "local rules" to replay the shot if you hit a power line, phone line, power tower or phone pole that is in play, but tour players don't cotton to such things. So they always get relief from stuff like that in some way - in 25 yrs+ of watching I can't recall a free shot replayed in all that time ( maybe I just didn't notice ).
I've seen some dodgy interpretations of temporary removeable in "fun" matches with friends. Like hitting the ball washer or bench next to the tee means you get a "do over" ( if you hit a shot that bad u don't deserve a second chance IMHO ). Depends on how serious your golf group/competition is!! I hate courses that have chit like wires and towers and poles in play. Sometimes your "do over" isn't nearly as good a SHOT, but you get screwed by the damn electric wire. I once had an opponent have to hit 4 times before he avoided the lines and tower both. By cooincidence I'll be playing that course this Saturday, the rest of the course is great but #11 par five tee shot has power lines and a tower about 10 feet left of the fairway 210 yds out and they get hit all the time!
Tiger does have a tendency to ask for relief that seems a tad "pushing the fairness envelope", but Arnie and Seve used to get drops under VERY QUESTIONABLE pretenses in their day, so it depends on the "star power" sometimes ( maybe like Jordan getting an extra half step and EVERY foul call ) - can't piss off the superstar or he won't like your tourney. Who knows? Maybe I am off base!
