Here's my thinking on this, since I really haven't followed this league too closely. But Tampa at home I would think would be the right bet, thinking fans down there are still high on football after superbowl win, and it will carry over into a lot of enthusiasm for this home team.
Both Teams had the same record last year, gotta take the home team.
