I dont think there is an actual Harrah's in Biloxi, but the Grand Casino is owned by the same folks, and they are dying to get folks back to that skeleton of a Casino..

Harrah's is a real nice casino and about all downtown New Orleans has to offer tourists...unless you count Bourbon Street right around the corner:00hour :00hour :00hour

go to new orleans w/o a doubt, the Harrah's casino there is a very well run & equivalent to a higher end Vegas Casino (it's 100 times nicer than the Vegas harrah's property). It is right across canal street from the french quarter and there are three FANTASTIC restaurants w/i a block of the casino, Cafe Adelaide (from the same family as Commander's Palace), Drago's (in the hilton riveside-charbroiled oysters are a religous experience), & Restaurant August (one of the best restaurants in the country-Chef John Besh of food network fame). your stomach and taste buds will thank you
