Yeah, it's a really cool feature. When Internet Explorer came out with their 1998 update, you could do that. So glad you discovered this.

If you have two monitors you can drag a tab to the other monitor and it will open a new instance of chrome - aka opening in a new window

Yep, that's what happened to me but I happened to notice what I did this time.Cool. I did not know that, either. It also pleases me. (I usually have 2-10 windows open at a time.)
And it sure explains why in the past the order would shift on me once in a while for no apparent reason and I'd say, "How in the hell did that happen?"
