Isn't the tank on city/town property? And if you can't park your car on a city street forever (almost every city in the world doesn't let you park on the street for life) then wouldn't it be safe to assume you can't put a tank on a city road forever?
And ummmm........if all this takes place on city property wouldn't the HOA opinion is null and void?
