why would the commissioner completely stay out of the mess in cleveland. i think the answer lies in the notion that his people screwed up and he is more comfortable letting his lackies explain it all. let's face it. the officials body language clearly showed that the play was over. however, if in fact there were being buzzed, why was it so difficult to stop the play and simply state that the previous play was under review. isn't that why they have whistles?
