Is it Safe?

I have been interested in opening up an off shore account for several weeks now but I'm afraid to pull the trigger. I just don't know how safe it is to do it at this time. I'd have to use a Money gram or western union because all I have is cash and don't want to use a credit card. Is it a bad time to be opening an account?

There is some uncertainty regarding the anti-gambling legislation which is pending. But from what I understand, nothing will be acted on or enforced for at least six months. I'd say "fire away". I have 10 active accounts and I'm not worried in the least.
