The implication is NOT that everyone who didn't vote for Obama is a racist. Rather, this blatant racist quite likely did not vote for Obama and instead was a Romney supporter.

There is a (perhaps) subtle difference between the two.

That's if she voted, she may not of voted at all but I'm just guessing that a lady who lets her child wear a KKK costume and thinks the KKK is alright probably didn't vote Obama.
