I believe it comes out July 15th, and here's a report on the game:

EA Sports has a number of improvements planned for the next iteration in its college football series. The most prominent is undoubtedly the online play, where you can not only communicate with other players in the game, but you can also send messages to friends who aren?t playing in your game. In addition, you can track stats and online performance via the top 100 option.

A number of general improvements and new features have also been included in NCAA Football 2004. There are new playbooks that contain a host of trick plays, as well as mass substitutions for certain types of plays. The AI has also been tweaked for better zone coverage and special teams plays. Naturally, several new animations are also present in NCAA Football 2004, including sideline tackles, catches, stumbles, and new passing animations. EA Sports also plans to include 20 new mascots, as well as a variety of other presentation features like a crowd charging the field and tearing down the goalpost after a big game. Schools now have special entrance sequences?Notre Dame will feature a unique entrance.

Rounding out the list of features are the college classics mode and my NCAA. College classics lets you play in one of 20 major games within the last 20 years during key situations. My NCAA lets you track school and career records, as well as individual awards, trophies, and more. NCAA Football 2004 is scheduled for release on the GameCube, PlayStation 2, and Xbox this July.
