NFL Draft 1st pick.

OK just wondering if anyone can help me out with this I am a Jet fan, here is the scenario. OK if Jets lose out Texans beat 49ers, Saints lose, and the Packers lose all 5 teams finish at 3-13 who gets the first pick. And also is there a scenario where the Jets can get the 1st pick. Please help would be greatly appreciated.

Was just watching Cold Pizza on ESPN and they were talking about the draft. Even if Houston beats SF, Houston still gets the first pick overall based on win pct. Not sure how thats calculated since they'll be tied but thats what they said.
