The 49ers must rebuild, and Rodgers would be the right way to start if he enters the '05 draft. Rodgers, a junior, has made excellent progress in his development, and most NFL scouts say he is ready to make the move.

2 (2) Browns Antrel Rolle CB Miami (FL)
Rolle is an outstanding shutdown corner with the size, speed and skills to change games.

3 (3) Dolphins Cedric Benson RB Texas
Benson, who is as good as they come, is a physical back with speed, size and a nonstop motor.

4 (4) Titans David Pollack DE Georgia
Pollack is big, physical and powerful. He'll be a dominant NFL player because of his size, speed and relentless pursuit.

5 (5) Chargers (from NY Giants) Derrick Johnson LB Texas
Johnson, an all-around solid linebacker, is a Ray Lewis-type of defender and seems to be near the ball on every play.

6 (6) Cardinals Matt Leinart* QB USC
Leinart, the Heisman winner as a junior, has not decided whether to enter the 2005 draft. If he does, he could fit just right in the Cardinals' offense.

Williams runs with speed and power; the Raiders need this type of playmaking workhorse in their backfield.

The Bears need a go-to receiver; Edwards is a big-time playmaker with skills, size and speed.

Jackson would immediately upgrade Dallas' defense, which needs a shutdown corner.

James is a powerful and athletic player who never gives up. He excels at pass rushing and tackling.

Burnett has great speed and athletic ability. He is a dangerous presence because of his nonstop motor, tackling skills and knack for big plays.

12 (12) Buccaneers Alex Barron T Florida St.
Barron has the size, strength and athleticism to dominate the line of scrimmage.

13 (13) Saints Shaun Cody DT USC
Cody creates matchup problems on the line because of his quickness and size. He'll immediately upgrade the Saints' defense against both the run and the pass.

Cody is tough, physical and speedy, and he knows what it takes to win. He'll bring the right attitude to the Texans' defense.

15 (15) Rams Antonio Perkins CB Oklahoma
Perkins is just what the Rams need -- an experienced shutdown corner with outstanding speed and skills. He is also a standout special teams player.

IRVING, Texas -- As much as Bill Parcells professes to be focused on this season, he's dropped enough hints lately to make it clear he's already started thinking about how he'll improve the Dallas Cowboys this offseason.

And since Parcells is an avid list-maker, breaking down his offseason priorities into must-gets, need-to-gets and want-to-gets, here's a potential rough draft based on his statements from the last two weeks.

^MUST-GETS

-- Defensive playmakers, preferably more than one.

You were expecting something about a quarterback, weren't you? Sorry, that comes much lower.

Parcells points out that mediocre QBs (like Trent Dilfer and Brad Johnson) won recent Super Bowls. Teams with mediocre defenses haven't.

"We've got a lot of work to do on defense. Matter of fact, I think we need more things on defense than we do on offense," Parcells said. "We need more dynamic, opportunistic, aggressive, catalytic kind of players. Every good defense in the league has some."

Dropping from first to 21st in yards allowed is only part of the problem. He's bothered more by Dallas' inability to generate turnovers.

The solution starts with pairing Pro Bowl tackle La'Roi Glover and end Greg Ellis with better players. Marcellus Wiley was a bust, as were the gaggle of tackles Parcells counted on.

"I think you need some kind of defensive pressure player," Parcells said. "It would be nice to have two so they can't pay attention to one all the time."

Hurrying quarterbacks also would help the secondary. So would the addition of another safety and a right cornerback. Plug those holes and odds are Roy Williams and Terence Newman can become the difference-makers the Cowboys expected when making them top-10 picks.

-- Upgrading the offensive line.

Though the unit has been decent this season, Parcells said Monday, "There are other things we need to add. When the season's over, I'll be trying to do that."

The right side needs the most work, with guard Andre Gurode and a recent smorgasbord of tackles playing themselves out of the lineup. The left side will be interesting, too, with guard Larry Allen not getting any younger and tackle Flozell Adams regressing after making the Pro Bowl last season.

Something else to watch: Second-round pick Jacob Rogers can't crack the field at right tackle, but Parcells said he could handle left tackle. Asked whether that will affect his plans for '05, Parcells said: "It definitely could."

"That is some of the things that I am thinking about that I guess wouldn't be obvious," he said.

^NEED-TO-GETS

-- TE Dan Campbell and WR Terry Glenn returning from season-ending foot injuries.

That's right, still not a quarterback. But we're getting close because of how important those two are to the offense.

Glenn is the deep threat who stretches defenses. Campbell is the sixth lineman; his blocking helps the running game and his presence makes Jason Witten more effective.

As often as Parcells has bemoaned their absence, it's clear the trickle-down effect of replacing both has been among the reasons he's stuck with 41-year-old Vinny Testaverde instead of newcomers Drew Henson and Tony Romo.

"If we start one of these young guys next year, it's going to be an absolute that we have to have the right combination of characters around them," Parcells said. "Right now, with everybody healthy, we've got a good start on that."

-- A QB game plan.

Taking care of the previous three to-do items will take money and-or draft picks. Don't expect more to be spent here.

And if those three things get done, the 2005 starter would be set up at least as good as Quincy Carter was in leading Dallas into the playoffs at 10-6 last year.

So expect Testaverde to start the opener and save your venom over replacing him until August. Whether Henson or Romo eventually replaces him will depend on where they spend their offseason (Valley Ranch or NFL Europe) and how well they do there.

"There's a very good chance one of those two could be the quarterback in 2005," Parcells said.

^WANT-TO-GETS

-- More running backs.

Parcells wants his RB corps to resemble a baseball bullpen, with everyone having a role.

Julius Jones is set as the featured back. Now Parcells wants a nimble guy with good hands for third downs and a bruiser to help wear out defenses.

"I don't think there's any question we're going to have to get another runner at some point," Parcells said. "You'd like to have a combination of a little bit bigger one. But if I had to pick one, I'd pick an elusive back."

-- Bigger linebackers.

Starters Dexter Coakley (5-foot-10), Dat Nguyen (5-11) and Al Singleton (6-2) have combined for just one sack, two fumble recoveries and two interceptions.

Size doesn't necessarily lead to more big plays, but to Parcells it certainly helps. This one is more of a hunch, based mostly on how often he says things like, "We have to be able to create more things on defense, many more than we've created."

^BOTTOM LINE

The Parcells Lovers of 2003 have turned into Parcells Bashers in '04. Someone with his track record doesn't lose his touch that quickly.

Besides, he's set up to succeed.

He's got this blueprint to help get him started, plus two first-round picks and plenty of salary-cap room. Dallas remains a dream destination for free agents and playing for Parcells is a lure, too.

Parcells, however, frets about whether the right players will be available. For instance, Philadelphia was lucky that Terrell Owens was on the market when it went looking for a game-breaking receiver.

Still, Parcells believes he has a decent core. He knows it's up to him to make it better.

"I think there is a chance that it can be rectified pretty quickly," Parcells said last week. "Will it? I don't know. Can it? Yes."

SANTA CLARA, Calif. -- San Francisco 49ers general manager Terry Donahue doesn't want to make any decisions about the team's future at quarterback until he gets a good look at a healthy Tim Rattay.

Donahue indicated Wednesday the 49ers might steer away from selecting a quarterback with the No. 1 overall pick in next year's NFL draft, a pick San Francisco is assured of by virtue of its league-worst 2-13 record.

The 49ers are struggling through one of the worst offensive seasons in team history, and the inconsistent play of Rattay and second-year backup Ken Dorsey has led to speculation the team needs an upgrade at the position to win in the future.

But as Rattay walked by in the San Francisco locker room with his throwing arm in a sling -- the result of surgery Tuesday on his right forearm -- Donahue said the 49ers really can't be sure yet what they have in the three young quarterbacks on their roster.

"You'd much rather have clear, definitive answers to our quarterback situation," Donahue said. "But I don't think anybody could stand up on the table and say that, beyond any reasonable amount of doubt, this is where we're at -- good or bad. I don't think we can do that."

Rattay, Dorsey and rookie Cody Pickett all are seventh-round draft picks. Rattay has played on only nine games this season because of three different injuries. Dorsey will make his seventh start in Sunday's season finale at New England.

Rattay ranks 21st in the NFL with a quarterback rating of 78.1. Dorsey's rating of 58.0 would put him below all 33 quarterbacks who currently qualify. Pickett has a rating of 18.8 after throwing his first 10 passes in relief of Dorsey during last week's loss against Buffalo.

The three quarterbacks have combined for 21 interceptions and 15 touchdown passes this year. They've also lost 11 fumbles, numbers that have contributed to San Francisco's No. 26 ranking in total offense.

San Francisco's porous offensive line and weak running game haven't done much to keep pressure off the quarterbacks. The 49ers are 30th in the league in rushing and have been sacked 51 times this season, two shy of the single-season franchise record.

"It depends on how you want to spin it and how you want to look at it as to how you want to analyze (the quarterbacks)," Donahue said. "I still believe in our players. I'm not going to waver in that belief."

The 49ers are on pace to finish with their lowest offensive ranking since the NFL began recording such rankings in 1972. San Francisco's offense ranked 21st in 1978 -- the only time the 49ers have been ranked below 13th in the past 26 seasons.

The 49ers are 28th in scoring with 252 points and will finish with the second-fewest points in team history over a 16-game season unless they score 44 points at New England.

Rattay, however, never has been healthy at any point this season. His forearm troubles began in training camp, and he separated his throwing shoulder in San Francisco's season opener against Atlanta. He also has been sidelined by a foot injury.

"Not everybody that plays football is a good passer, and I think Tim Rattay is a good passer when he has protection and he has time," Donahue said. "I just want to get this kid built up, I want to get him healthy, I want to get him protected, and then see what happens."

Despite the injuries, Rattay has displayed flashes of brilliance this season. He threw for 417 yards in a victory over Arizona, the 10th-best single-game total in team history. Rattay said his recent operation, which will improve blood flow to his forearm, will allow him to throw the ball better in 2005 than he was able to this year.

"It hasn't been real good all year, obviously," Rattay said. "I just didn't have the pop that I'm used to having. I could still make throws and stuff, but it wasn't popping off like I wanted to. SALT LAKE CITY - Alex Smith apparently is ready for another challenge.

The Salt Lake Tribune reported Monday that the Utah quarterback will forego his senior season and enter the NFL draft.

The first Heisman Trophy finalist in school history, Smith led the Utes to an unbeaten 12-0 season. He capped his brilliant season by completing 29-of-37 passes for 328 yards and four touchdowns in a 35-7 rout of Pittsburgh in the Fiesta Bowl on Saturday night.

According to the report, Smith will announce his decision on Monday or Tuesday.

The 6-4 Smith, who could be a first-round pick in April's draft, finished the regular season with 28 touchdown passes and ran for 10 more scores. He also had the second-best passing efficiency mark (174.9) in the nation.
