I almost choked on my coffee this morning when I saw this article in the Orange County Register this morning.

On-line Wagering Faces Ban

A state Assembly committee has approved a bill to ban on-line gambling in California and make it a misdemeanor punishable by fines up to $1,000.
The legislation, which would not ban pari-mutual wagering, passed out of the California Assembly's Government Operations Committee by an 11-0 vote.
The bill moves to the Assembly Public Safety Committee, which has a scheduled hearing for Tuesday.
If the bill becomes law,on-line gamblers in California would be issued a warning for their first violation, then be fined up to $100 for each subsequent violation.
On-line casino operators would be hit with fines of up to $1,000 and up to 90 days in jail if they fail to weed out California-based players from their sites.
The pari-mutual exemption is similar to one that appeared in the Internet Gambling Prohibition Act, which was approved by the U.S. Senate in 1999, but it died in the U.S. House of Representatives last year.

Don't these morons have anything better to do? This has me really pissed off!!

Toothless legislation Joe. Makes good headlines and one-liners for political rallys and TV spots. In reality, how is the State of California going to detect that you have visited an on-line gaming site? That requires wiretaps, etc, which are not normally issued for a misdemeanor. How is the State of California going to levy a fine against a company that resides in Costa Rica and is breaking no Costa Rican laws?

I asked a sportsbook in Antigua what the effect of the Kyl bill would have been on them. The guy told me that up until the time the US Marines invade Antigua, he plans on staying open.

This is just the kind of government legislation that annoys me. If, indeed, it's toothless legislation, don't waste my MONEY on it. Don't waste their TIME on it. I just want them to find something useful to do. At my place of employment, my supervisor never asks me to attend council meetings with him...he knows how I feel about all the ass-kissing that's part of politics.

Makes for good headlines but that's about it. How in the world would they enforce it? They might get a few to set an example, but there is no way in HELL they would be able to monitor all the possible situations.

I respect the United States Gov, but trying to enforce their rules and regulations on another independent country is a tad too much. All in all, I really wouldn't worry about this becoming law...

I truley believe it's about taxes. They want to make rules that seem like they are protecting or helping someone. Why don't they say to those who wish to gamble. You can do it on the net. You can call Vegas. Yes the dreded interstate law is gone. Have fun. But you All, Because we know some of you win. Must buy a license for say 150 bucks a year to make your self legal. Even if you loose to bad because you may win next year and the next. What Im saying is tell it like it is. They want some cash or tax. Im not sure if 150 or 200 is correct. But hey your legal an they leave you alone. What the hell might work. Now I know there are those that will tell me im nuts. Hey just put this on the table for debate.

I live in Arizona and sent many emails, letters etc to kyl about his internet bill. I never got one response from him or anyone in his office, they just don't care what anyone thinks but themselves. I even called his office to voice my opposition to this stupid attempt to curve gambling. They just want to control everything we do and there is no end to it. I voted against kyl in the last election and tried my best to get him out of office. I will always do what i can to keep the fight going from keeping these idiots from doing whatever they want for people with only themselves in mind.

I think you hit the mark. The politicians do these stupid things for votes. Even if you are a constituent and disagree it doesn't really matter because the moralists out there want to tell everyone else how to run their lives.

good thing california doesn't have any real problems to work on like power shortages or anything like that so there is plenty of time for lawmakers to handle those evil gamblers.
