Basically, a local bookie pays an offshore book to host a mini sportsbook/casino site on their server. The offshore suggests opening lines and provides the local with an interface so that he can adjust lines and choose which games he wants to offer. All of the bookkeeping is done by the site and the local give his players access. All collections and payouts are handled by the local and he pays the offshore a "per head" fee for the service.
