Pinnacle wager oder form question

Can someone explain ho this works. The Pinnacle ebsite does not explain it ell.

If a game is presently -130 and I go to the order form I can bet on -129 and lower.

What determines if it is accepted? If I bet $100 on -120 will it be accepted only if the line goes down to -120?

Can I cancel my oder anytime?

Order Form Rules:
No liquidity is ever guaranteed when an order is placed, no matter the price, size or time of the order.
An order or any part of an order can be filled at any time the order is active and the fill constitutes a bet by the customer for the filled amount. Wagers made in this fashion constitute normal wagers and can not be cancelled.
The customer is solely responsible for ensuring the accuracy of the order.
