During the 2005 season, the CFL Officiating Department will be reporting on a biweekly basis the data and analysis on game penalties. In March at Evaluation Camp, officiating representatives, as well as more than 40 CFL coaches, met to discuss and come to a common understanding about the shared responsibility for penalties between officials and coaches/players.

Here's are some interesting factoids:
- In nine (9) pre-season games, there were 228 penalties called, for an average of 25.3 penalties per game (PPG).
- 55% of these penalties were all preventable fouls, which includes Offside, Procedure, No Yards and Time Count.
- 13% of calls were for Holding, 10% for Unnecessary Roughness and 5% for Illegal Blocks.

"It's always easy to point the finger at officials for the number of penalties called in a game," noted Black. "Players and coaches need to take an active role, in cooperation with the officials, in reducing the number of penalties per game."

PRE-SEASON COMPARISON 2005 VS. 2004

* In 2005, 228 penalties were called with a per game average of 25.3. In 2004, 294 penalties were called with a per game average of 32.6. There has been a -7 decrease in the amount of penalties called per game during the pre-season.


* In 2005, Offside and Prodecure calls accounted for 99 of the 228 calls or 43.4% of all penalty calls. In 2004, Offside and Procedure calls accounted for 82 of the 294 penalty calls or 28% of all penalty calls. This marks an increase of 15% in2005, and both of these are preventable fouls (penalties that can be avoided by coaches/players).


* In 2005, Offside, Procedure, No Yards and Time Count accounted for 125 of the 228 calls or 55% of all penalty calls. In 2004, these same penalties accounted for 120 of 294 calls or 41%. This is an increase of 14% in the area of preventable fouls.


* In 2005, Holding and Illegal Block calls were on the decline, as they accounted for 31 of the 228 calls or 13.5%. In 2004, totals were slightly higher, as 44 of 294 calls (15%) were for Holding and Illegal Blocks. Though the were down in volume, they stayed relatively consistent on a percentage basis.


* Unnecessary Roughness was also on the decrease in 2005, accounting for 22 of 228 calls or 10%. In 2004, it accounted for 41 of 294 calls or 14%.
