Public on Colts, but line hasn't changed????

Anyone knows or has a theory on why the Public is betting Colts -3, but the books have not changed the line? At some books, the line has remained -3 all week. My theories:

1) Wiseguys' money on KC to balance the bets.
2) Books are expecting Wiseguys' money on KC right before kick off.
3) Books are betting on KC.

Public money is a tool that is used WAY TOO MUCH and regarded TOO HIGHLY by some cappers on this forum. . .

a lot of money on teasers on kc? that will hold the number, as it balances the books.

the dog and/or dog teasing seems to be popular now. oakland beat them by 3, thus the equation that if indy is a lesser team, etc., ect. may be.
