Quick question........

Maybe it's just me, but I've been noticing that there are more frequent offensive charging calls by thre refs lately even though the defensive player was camped right UNDER the basket. To me, it just bails out D for lazy plays and not moving the feet to get in position. Does anyone know the official NCAA rule for offensive charging call inside the paint?
