It isn't what they are out to do, Stevie. It is a side effect. Despite ALL THE EVIDENCE to the contrary, the Republicans still contend that making the rich richer is the way to overall prosperity. Somehow, they have convinced some regular people (that will never sniff "rich") that it is a solid plan.
