Let each state dictate welfare benefits and let each live with their convictions- giving the term "welfare state" a "literal" meaning.

Boths side can choose their own domicile --that shares their personal values.

What specifically does "block granted to the states mean?" Does that mean that there will be a federal block grant to each state - in other words there will be a set amount given to each state from the federal government and states can determine if that is enough or not and make up more from their budgets if they like? And if not, what does it mean? Seems if there is a grant to the states, it will still be taxpayer money funding the programs in each state?
