Can somebody tell me why Houston cut deficit to 2 with 10 secs left and didn't foul?

It was a fiasco. Refs had 3 or 4 opportunities to call a foul once SA inbounded with 13 secs on the clock. SA just passed around and dribbled through the Houston players who were making a minimal effort and the Refs just didn't blow the whistle (they really could have). Then Houston stood around holding their hands up in the air flabbergasted once the final horn blew. Bizarre ending.
