The fact that the 1st shots fired killed a soldier guarding Tomb of the Unknown Soldier leads one to believe it was jihadist related.

Corporal Nathan Cirillo...the soldier killed while guarding un-armed at Tomb of the Unknown Soldier....

Just minutes earlier tourists were taking their picture with him (a common practice at that monument), so sad.
