This is more of a feeling about cultures than any technical analysis. Soccer handicapping is really the last place that you can feel comfortable with Xenophobia. I'd feel better about this if the line was 2.5, but this game looks to me to be every bit the derby that cross town rivals have. Uruguay is the first world soccer power even though it is a small nation and Brazil just borrowed their diversity model and took that crown from them and are now fighting to get it back from Spain who will await the winner (probably). Now, Uruguay is Brazil, just smaller and slower (but less smaller and slower than normal) and with chip on it shoulder. This will be a rough game with the referee in no hurry to issue cards.

My only worry is that Brazil scores 2 in the first 60 or so. Uruguay will have to open things up if that happens. Should be a good game.
