Guy I know couldn't get a small business loan but the FED loaned $5 billion to a Libyan bank?

Are we there NOW trying to get our $5 Billion back?
The Fed just released most of the documents from the 2008 financial crisis, identifying borrowers. The COO of Goldman-Sachs testified under oath that Goldman-Sachs never used the discount window. The files released yesterday prove that GS borrowed from it 5 times. Should he not be on trial (ala Barry Bonds) for lying to Congress?
I hate banks.
