Why is that line at 12 with Millwood (who has phenominal career numbers against Colorodo) pitching?

Yesterday it closed at 12.5 with dead Tsao vs Duckworth (2 below average pitchers). So now with Millwood on the hill it goes down only half a run despite fact that first two games of the series have gone under.
