one of the headlines in today's st petersburg times:

Law allows arrest of those acting like drug dealers.

The tampa ordinance allows police officers to arrest people who appear to be dealing, even if there are no drugs present. "For example, exchanging small objects or packages for money in a furtive fashion could lead to an arrest. Other actions that might lead to an arrest include entering or exiting different vehicles two or more times and staying in the vehicles for a short time before returning to the area where they entered.

That may be what they think is probable cause for a arrest but if

you get interagated and taken to jail and they can't prove no

evidence in court you can sue the chit out of the state.

I dont think this will last long.

It sounds like a scare tactic

I doubt you would win a suit. If you are weaving all over the road, and a cop pulls you over for suspected drunk driving, yet you are stone sober, do you have a law suit? No. I think most of us aren't darting to and from cars, or exchanging small packages, so we have nothing to fear in that department.
