Can anyone tell me why Georgia Tech a good ACC team is only giving 11.5 at home to Penn out of the Ivy league???

Penn is respectable..decent frontcourt with Oneykwe and Archibong..not sure if they can hang with G-Tech the entire game, but line doesn't seem too out of whack..
