I buy equipment in person and i also buy it buy having it shipped to me without seeing it in person. So sent the guy $250 and told him
to bring it to UPS and call me when you get there and get quote and i will pay for the shipping. Long story short he wont answer my facebook messages and he wont answer his phone. What's my recourse?

I've done this alot and never really had a problem till now. I have all the messages where he said he was in route to UPS and that he wouldn't screw me but in fact he has screwed me.

whats up brother..you still have horses?
This looks like no brainer for smalls court and should net you excess in amount he owes.

If you are really pissed...have his address...and he lives alone.
Go into his house and unplug refrigerator.....open door and break glass on bulb put in small pan of gas. close door..plug back in.
End of problem. :smilies8Just kidding of course.

Presuming FB Marketplace deal and payment via PPFF or other cash equivalent - sadly as mentioned - small claims.

Ask local police from the SELLERS location to do a report - then file local to you in small claims with a copy of that report. If the seller doesn’t appear - default judgement.

Depending on how you paid - if you know where seller banks - send a notice of judgement to their bank. If they are dumb enough to post where they work - wage attachment. For $250 - most people likely will get the message and “remember” they forgot to send your stuff and likely give an excuse and refund.
