Why cant NAVY punt???

I am watching it on cbsportsline and it looks like Navy has gone both times on 4th down why cant they punt???

Seems to me, though, that you would still kick it and just angle it out of bounds rather than go for a 4th and 9 on your own 31.

yea i agree...not very good coaching to line up for a punt, call TO, and then line back up to punt and fake it...but since im on TT, i hope they do more of that
