Why do books limit parlay payouts (Carib/2gamer)

Wanted to place a small wager on 2 World Cup underdogs. Was told payout would be truncated from 66 - 1 to 10 -1.

Seems like a rip to me. Is this commonplace? Anyone know a book that wouldnt do that and wants some new business?
