Why is the Cards line so low???????

First thing that popped in my mind when I looked over the lines. Dodgers are bringing up their top catcher in the minors who is supposed to be a defensive gem. Phillips has only tossed out 10 of 82 or something like that. Other than that, nothing has changed so it is rather odd.
