Rotten Tomatoes doesn't rate films, it aggregates ratings, so it can't inflate their percentages unless it purposefully misinterprets the way their films are rated.
Anyone can develop a site based on aggregate data.....and insert a script to display a higher percentage. :0008
While you're correct, it is easily slanted. Rotten Tomatoes has had suspiciously high scores of movies for the first week to 3 weeks they are out, most notably Zack Snyder films and the DC Comics releases.
