I suggest that you check out a place called the wine exchange in Cali (google it and you will get to their website)
Great site and if you sign up for their email list you will get a bunch of good offers that way - you can also search by varietal, vintage and location - I have ordered a good bit from them over the years

If you're into cheap California reds in the $10 - $15 range, just make sure the date is 2012 and if not, then 2013.
Sterling meritage, cab and Merlot from the central coast are all good to me and are everywhere nationwide and consistent. Same with Murphy Goode and Estancia's cheap range.
