Wow, didn't see this thread until now. I'm guessing that all of these pics and video footage were taken at South Padre. It's definitely changed because when I was last there in '93, not a lot of flashing was going on, then again I could have been at the wrong place at the wrong time.
They did however have some wet t-shirt contests in Mexico, which was only a 20 minute drive from the beach in S. Padre. It looks like this particular website is trying to make a few bucks charging for their video footage but by the looks of some of those skanks on there, they would have to pay me to look at their bird chests.
