WASHINGTON (CNN) -- The man dubbed the "Taliban American" is asking the president to commute the remaining years of his federal prison sentence, according to a statement released by his attorneys Wednesday.

John Walker Lindh is hoping that President Bush will commute the rest of his 20-year sentence.

John Walker Lindh, a 27-year-old Californian, has served seven years of a 20-year sentence after being captured in Afghanistan in 2001.

He joined the Taliban to fight in the country's civil war one month before the U.S.-led invasion of Afghanistan, according to the statement.

He originally was indicted on 10 charges, including conspiring to kill American citizens, but the U.S. Justice Department dismissed terrorism-related charges in 2002.

Lindh pleaded guilty to serving in the Taliban army and carrying weapons while fighting the U.S.-backed Northern Alliance. Along with the plea, he signed a gag order that prevented him from doing interviews.

His lawyers say Lindh never fought against American forces and received a harsher sentence because sentencing occurred after the September 11, 2001, attacks in New York, Washington and rural Pennsylvania.

Lindh's attorneys say he arrived in Afghanistan on September 6, 2001.

At a news conference Wednesday in San Francisco, California, Lindh's parents called on President Bush to show mercy for their son.

"This is the Christmas season, and it's a time for mercy," said Lindh's mother, Marilyn Walker.

His father, Frank Lindh, said his son, who grew up in California and converted to Islam as a teenager, "is a Muslim. He will always, I think, be a Muslim."

His parents repeated their contention that Lindh went abroad to study Islam, found himself in Afghanistan in a civil war and joined the Taliban with no intent to support terrorism or fight against his homeland. They believe that the post-September 11 charges of terrorism, which were subsequently dismissed, spurred public reaction against Lindh that resulted in the 20-year sentence.

"Our son never fought against American forces," his mother said. "He did not participate in terrorist activities of any kind. ... John made a mistake in joining the Afghan army at a time when their government was controlled by the Taliban. He has admitted that this was a mistake."

Lindh's attorneys said he is at a medium-security prison in Terre Haute, Indiana.

The elder Lindh said his son has been treated "very humanely" in the federal prison system.

"Quietly and in a good way, he has served his seven years," Frank Lindh said. "No matter what your perspective on this case, we think everyone should agree that seven years is enough."

Lindh's attorneys said that previous commutation appeals to the Bush administration have gone unanswered, but his father said Lindh's family holds out hope that Bush will act before leaving office.

"All of these events occurred while President Bush was in office," Frank Lindh said. "This is on his plate. I'd like to think we'll get a response from President Bush this time."

Appearing before a U.S. district judge in 2002, Lindh said he "made a mistake by joining the Taliban" and "had I realized then what I know now about the Taliban, I would never have joined them."

"Life is making choices and living with the consequences," U.S. District Judge T.S. Ellis told Lindh during the sentencing. "You made a bad choice to join the Taliban."

(CNN) -- A report to Congress that requests $73.2 billion to pay for infrastructure projects around the country includes plans for a polar bear exhibit, an anti-prostitution program, a water park ride, zoos, museums and aquatic centers, CNN has found.


The mayors' proposal requests a $4.8 million polar bear exhibit at the Providence, Rhode Island, zoo.

1 of 2 The U.S. Conference of Mayors went to Capitol Hill earlier this month with a report listing 11,391 infrastructure projects proposed by 427 cities. The mayors claimed the proposal would create 847,641 jobs in 2009 and 2010.

The more than 800-page document is titled "Main Street Economic Recovery: 'Ready To Go' Jobs and Infrastructure Projects."

"Our plan calls for investments that will stimulate our economy by quickly creating jobs, fixing our aging and crumbling infrastructure, increasing our global competitiveness, and further reducing our carbon footprint," Miami, Florida, Mayor Manny Diaz said at a news conference last week. Accompanied by other big-city mayors, he held up a copy of the hefty report to stress its importance.

"To reverse the current economic crisis, we must invest wisely. We must invest where we get the greatest return. We must invest in Main Street," said Diaz, who is the president of the mayors' group.

But a close examination of the projects by CNN shows proposals that go far beyond basic infrastructure plans for roads, bridges and other traditional public works projects.

Among the many requests is one for a $4.8 million polar bear exhibit at the Providence, Rhode Island, zoo. The zoo's director said it's needed to boost attendance.

"I am advocating for the zoo as something that will stimulate the economy in Providence," said Jack Mulvena, director of Roger Williams Park Zoo.

Pete Sepp, vice president of the National Taxpayers Union, said the polar bear exhibit and many of the other proposals in the report are just plain pork.

"To the people supporting them, these proposals aren't a joke, but to the taxpayers funding them, yes -- this will be a joke for them, only they won't be laughing," Sepp said.

When asked by CNN if he had read the entire report, Diaz said he had "read through a lot of it."

"Obviously, I didn't sit there and look at all 11,300 projects that were submitted," the mayor said, explaining that he didn't have the time to do so.

"It's hard for me to judge the particular needs that a particular city may have. It could very well be that some cities could perceive these as economic development projects," Diaz told CNN. "You can't simply just say because something sounds like it isn't right, that it isn't in fact right."

When pressed, Diaz acknowledged he was not aware of the proposal for a new $1.5 million water ride at the Grapeland Water Park in his own city. But he defended paying for parks as part of infrastructure projects.

CNN also found in the U.S. Conference of Mayors' report a proposed $20 million minor league baseball museum in Durham, North Carolina; $6.1 million for corporate jet hangars at the Fayetteville, Arkansas, airport; $20 million for renovations at the Philadelphia Zoo; and a $1.5 million program to reduce prostitution in Dayton, Ohio. Officials in those cities told CNN the projects were needed.

"People make judgments about the safety of a community by the level of social disorder. Street-level prostitution is clearly a social disorder," said Dayton Police Chief Richard Biehl, defending his city's proposal to hire social workers and provide residential treatment programs for prostitutes.

Those projects -- plus money for aquatic centers, museums, bike paths, zoos, skateboard parks, dog and equestrian parks, police department stun guns, tree planting and murals -- total $376.5 million.

Diaz said projects such as museums are important.

"There are plenty of museums that I think people would argue that are part of a fabric of a city," Diaz said.

Sepp strongly disagrees.

"It's impossible for any normal taxpaying American to read this and not come away scratching their head and saying, 'Wait a minute, this isn't about infrastructure,'" Sepp said. "This is about political power grabs, money grabs

Blagojevich Wants to Defend With Election Funds

SPRINGFIELD, Ill. ? Gov. Rod R. Blagojevich of Illinois plans to ask that he be permitted to use campaign funds to defend himself against federal corruption charges, a lawyer who represents the head of the embattled governor?s campaign fund said Thursday.

Michael D. Ettinger, the lawyer for Mr. Blagojevich?s brother, Robert, who is chairman of the campaign fund, The Friends of Blagojevich, said that the governor would make the request to the judge assigned to his case when and if he is formally indicted.

?There?s a real question about how he will be able to pay for his defense,? Mr. Ettinger said.

The decision to try to use campaign funds arose on Thursday after the state attorney general rejected a request by the governor to use state funds to pay for his impeachment defense.

Mr. Blagojevich may also be blocked from using campaign funds to pay for his defense. Mr. Ettinger said the fund has received a letter from the office of United States Patrick J. Fitzgerald warning that federal prosecutors would seek the forfeiture of the campaign contributions, and advising that the fund should not spend, dissipate, or conceal any of its resources. There was $3.6 million in the fund as of June 30, according to public filings.

Mr. Blagojevich, the two-term Democratic governor, was arrested last week on federal charges of conspiracy and soliciting bribes. He was accused, among other things, of extorting contributions to the campaign fund as a quid pro quo for jobs and contracts with the state of Illinois.

On wiretaps, Governor Blagojevich is quoted by federal investigators bemoaning his personal financial difficulties. At one point, he is said to have told his chief of staff, John Harris, that his financial situation is one of his main considerations in seeking a candidate to fill the vacant Senate seat of President-elect Barack Obama.

A spokesman for the United States attorney?s office, Randall Samborn, declined to comment on reports that prosecutors were seeking to freeze the campaign fund.

The discussion about the governor?s legal fees came as a House panel met for the third day to consider the impeachment of Governor Blagojevich. The majority of the day?s proceedings consisted of testimony from government officials and expert witnesses over whether they believed the governor had overstepped his authority during his six years on the job.

(CNN) -- Former President Clinton published a list of donors to his foundation Thursday to help clear the way for his wife to become secretary of state.

The donations to the William J. Clinton Foundation include amounts of $10 million to $25 million from the Kingdom of Saudi Arabia, the Bill and Melinda Gates Foundation and real estate mogul Stephen Bing, a personal friend of Clinton's.

The Clintons came under intense pressure during Hillary Clinton's campaign for the Democratic presidential nomination to release the names of donors to both the foundation and to the Clinton presidential library in Arkansas.

Bill Clinton agreed to the release the list after President-elect Barack Obama nominated Hillary Clinton to become secretary of state.

The governments of Kuwait and Qatar are also on the list, as is Saudi businessman Nasser Al-Rashid, who has close ties to the Saudi royal family. Saudi Sheikh Mohammed H. Al-Amoudi, reputed to be one of the richest men in the world, is among the donors as well. Both Saudis contributed in the $1 million to $5 million range. A group called Friends of Saudi Arabia and the Dubai Foundation appear in the same category.

Indian businessman Lakshmi Mittal also donated between $1 million and $5 million, as did the Elton John AIDS Foundation, the Princess Diana Memorial Fund and the Open Society Institute, which George Soros founded.

Israeli-born television mogul Haim Saban, owner of the Spanish-language TV station Univision, donated between $5 million and $10 million personally or through his foundation.

The two biggest donors are UNITAID, a new international organization that purchases drugs for the world's poorest people, and the Children's Investment Fund Foundation, both of which donated more than $25 million.

Clinton donated between $500,000 and $1 million personally or through his family foundation, which is separate from the William J. Clinton Foundation.

"Obviously anytime anybody allegedly betrays the public trust there's got to be great concern because, you know, democracy really is, you know, really rests on the trust of the people. "These lands are part of our legacy ... not Cheney's and Bush's," he continued. "[They've] been trashing the environment since they came in, like it was their prerogative."

But he was just getting warmed up: On top of Redford's criticisms of the Bush administration's environmental policies, he called Bush "morally criminal" on three separate occasions and said he "was shocked about how devious and sneaky" Bush has been while in office.

Fact is GW only had total of 189 pardons in 8 years.
Slick in contrast had 140 on last day with aid of co-conspirator Holder who got promotion by O for his efforts -to attorney general.

--No last minute pardons for cocaine dealing family members
--No last minute pardons for those who refused to testify against him-McDougal
--No pardons for cash of 10 most wanted felons
--no pardon of terrorist groups that set 120 bombs in U.S.?
