I think I can explain how they decided who got to play close to home.
Look at the 4 teams playing in a certain city. For example, in Sacramento CA, there is (5) Indiana v (12) Utah & (4) USC vs (13) UNCW. Since USC is the highest seed among those 4 teams, they were placed at the closest venue to thier home court.
Does that make sense. It is still 400 miles from LA, but how else would you explain the South bracket playing in Sacramento?
