I agree with you in general, but that gif is deceptive. Watch the slow mo replay in this clip, which shows its a legal move. Slow it down frame by frame and you see him catch the pass, then 1 step, one dribble, two-step, layup attempt. The dribble happens quick, but without it, yea, it looks like he took 4 steps :lol:
