It was widely believed that Hillary would win the democrat primary and have it already wrapped up by the end of Feb. In a power move by the Florida commision to be more relevant in the election FL and MI moved up thier primary dates. Its all about prestige in helping choose the candidate.

It makes the most sense, and would follow the Hillary thinking of such things.
So the only answer is that Mi and Florida screwed themselves thinking they could withstand the power play, putting themselves in the limelight,
and they would not be held accountable.
