It's a "Non-binding" resolution

basically saying, "this is what we'd like to do."

the whole thing is, at best, ridiculous.

Ex: gov't will provide economic security to all those who are
unable or unwilling to work.

I read the Resolution she put together and is posted to NPR story I linked above. Nothing about "unwilling to work". Pretty safe to say that nobody wants to pay for those simply "unwilling to work".
