Unless you've been card counting and have higher than normal expectation of a ten being under that ace, taking insurance is a bad bet ANYTIME. That's why it's offered.
As for splitting aces vs. ten, i'd rather hit to two 11s than one 2. Can occasionally find places that alllow resplit.
